Inflation calculated by the EU methodology is 0.4% higher than the national one

Tbilisi (GBC) – Inflation calculated by Geostat using the methodology of Harmonized Index of Consumer Prices, amounted to 2.4% in May, which was 0.4 percent higher than the 2-percent inflation calculated using the national methodology.

As for individual components, according to the EU HICP methodology, the percentage change compared to the corresponding period in 2023 is distributed as follows:

Food and non-alcoholic beverages 1.0%;

Alcoholic beverages, tobacco 4.6%;

Clothes and shoes 3.5%;

Housing, water, electricity, gas and other types of heating -3.2%;

Furniture, household items and decorations, home maintenance -2.9%;

Early in 2024, it was 20.09%, while at the beginning of 2023, it stood at 21.4%.The portfolio of mortgage loans amounts to 11.3 billion GEL, of which the balance of loans with a maturity of 5 to 10 years is up to 3 billion GEL, loans with a term of more than 10 years (01/2024 – 2.6 billion; 7.3 billion).The share of foreign currency in loans with a maturity of more than 10 years is 42%. The portfolio amounts to 3.1 billion GEL. As you know, from the fall of 2022, the maximum term of the foreign currency mortgage was shortened from 15 to 10 years. In the summer regulation of the same year, a +3% corridor was opened, both for foreign currency and GEL mortgages.The annual growth of the mortgage is 11.42%. The rate is higher than the same period of last year (+10.25%Y.Y), it will be lower than the rate of 2023 (+14.9%Y.Y).Retail lending is still growing, e.g. the share of consumer loans has increased to 19.2%. Banks less finances the direction of agriculture, because it is considered a risky segment, therefore, the share of lending to the agricultural sector is small.The volume of bad loans in the foreign currency mortgage portfolio remains up to 2%. At the same time, the share of problem loans in Euro has increased.According to the National Bank, the share of non-performing loans in Euro is within 2.4%, in USD - 1.8%, and in local currency within 1.7%.In the 11.3 billion GEL portfolio, problematic mortgages exceed 202.5 million GEL. NBG Keeps Its Monetary Policy Rate At 8%

Georgia continues to maintain a low-inflation environment. Since the start of 2023, inflation has consistently remained below the 3 percent target. In September of this year, headline inflation was recorded 0.6 percent, with core inflation at 0.8 percent. The price stability is largely attributed to the NBG’s effective monetary policy, which involved timely tightening followed by gradual normalization, stabilizing long-term inflation expectations. Domestic inflation, which reflects these expectations most accurately, is currently below the 3 percent target. Additionally, increased competition in the economy has reduced firms’ profit margins, further supporting low inflation. Together, these factors have helped neutralize inflationary pressures from strong demand. Economic growth has exceeded expectations this year, leading to a revised growth forecast of 8.5 percent. However, the NBG estimates that the economy’s overall production potential has also increased, easing pressures on prices and contributing to the low-inflation environment. According to the NBG's updated forecast, all else being equal, inflation is expected to remain below the target level in 2024, averaging around 1.2 percent, before stabilizing around 3 percent in the medium term.Despite these positive developments, heightened uncertainty—both domestically and globally—continues to pose risks. Against the backdrop of ongoing hostilities in Ukraine and elevated geopolitical tensions in the Middle East, there may be, among other effects, a rise in regional risk premium, creating price pressures through various channels. Additionally, volatility in international oil and food prices has increased, while developments in the Red Sea region may raise shipping costs, further elevating risks to overall inflation through higher costs for imported goods. Beyond external factors, domestic economic activity is stronger than expected, which could also exert upward pressure on prices in the future. Based on the current analysis of domestic and external conditions, the NBG has maintained the monetary policy rate unchanged at 8.0 percent. Such a cautious approach to the normalization of monetary policy is important to keeping inflation close to its target in the medium term. If inflationary risks do not materialize and the severity of inflationary pressures diminishes, the NBG will continue to vigilantly reduce the policy rate to its neutral level. Conversely, if inflationary pressures resurface, tightening the policy stance or maintaining the current rate for a longer period may be necessary.The National Bank of Georgia continuously monitors ongoing economic processes and financial markets and will use all available tools to ensure price stability.The next meeting of the Monetary Policy Committee will be held on December 18, 2024.

Addressing and improving the parliamentary oversight of security services would be necessary for Georgia to continue on its EU accession path. In this environment, meaningful oversight has become even harder.This is incompatible with Georgia’s aspiration to join the European Union. Additionally, the Mobile [Public Service Hall] project has been implemented to provide relevant services to even remote villages.
